The Center for Legislative
Development International (CLD Intl) is a Philippine-based
non-governmental organization, which aims to assist in the capacity
development of national and local legislatures and in broadening
citizen participation in the legislative
process. It provides training, policy
research and information development services concerning legislative
strengthening, advocacy, gender and public policy, and local
governance in the Asia Pacific region. The Center
has been involved in the review of the legislative processes and capacity
development of national legislatures of Laos, Cambodia, Vietnam,
Mongolia, Kyrgyzstan, the Philippines and other countries in the region,
which resulted in the conceptualization, development and implementation
of capability development projects for these legislatures in partnership
with various international development such as UNDP, World Bank, USAID,
NDI, the Asia Foundation and Ford Foundation.
The Center's pioneering work
in legislative strengthening and education in the Philippines started in
1988 with the post-Marcos Congress These activities involved training of
legislative staff of the Philippine Congress, legislative liaison staff
of government agencies, and civil society groups in the last sixteen
years.

Vision
CLD Intl envisions a society where human development focused legislation
is enacted by democratically elected and functioning legislatures.
Mission
It aims to ensure meaningful and productive interaction between an
efficient, effective legislature and dynamic, vibrant civil society
relevant amidst a changing global environment.
Objectives
1. To enhance institutional efficiency and effectiveness of legislatures
as deliberative decision-making bodies.
2. To develop and sustain people's full and informed
participation in the formulation, implementation and evaluation of
policy decisions and outcomes.
Programs
Legislative Capacity Development upgrades and enhances the
institutional efficiency and effectiveness of national and local
legislatures in emerging and active democracies produce meaningful and
responsive legislation.
Gender and Governance
facilitates women's full and equal, informed and active participation in
the decision-making process as advocates and/or holders of formal
positions of power and authority at all levels of government by providing
research, training, and information development services.
Human Rights and Governance
provides research, technical assistance and develops recommendation for
policy formulation and implementation on human rights issues.
